are you sure it was that code? I've never seen a cali inspection sheet before, but it looks like you had an oxygen sensor not ready
 
Looks you only got 176 miles on your truck. I took mine at 380 miles and it failed at emission test saying could not get a read. Went back a week later at 1000 miles and everything passed.
 
I literally just had the same issue. I bought the truck in Oregon, came back and it passed the DMV sticker inspection but failed SMOG because of a permanent ABS code. I went round and round with the CA state SMOG referees already, so let me save you some time. I did not have any indication or fault lights either. Basically a permanent code cannot be cleared by the dealer or anyone else. The truck must remove it once it decides the parameters have been met. You need to drive the truck a minimum of 200 miles and have at least 15-20 start cycles on it before you re-smog it. Once you meet those parameters the states SMOG computer is programmed to ignore it even if it hasn't cleared yet. The SMOG stations may not be familiar with this policy so be prepared to tell them to smog it anyway because they will insist the vehicle will fail. I have passed SMOG and just got the truck registered even with the permanent code still present. Just remember a start cycle means the truck fully warms up and cools down, before counting the next cycle.

Awesome thanks for the info, I will do this or register it in a different state since I'm military and currently overseas.

EVAP is the only readiness monitor allowed to be “not ready” to pass.
For the permanent communication fault, it will be ignored once you clear 200 miles and 15 warmup cycles.
Do not clear any faults with a code reader, or disconnect battery, otherwise everything starts all over again with the readiness monitors.
 
Try driving it to get your Oxygen monitor and Catalyst monitors to run. Those are what more than likely failed you. Good chance the permanent code will clear itself by the time those monitors run too. Let me know if you have any questions, I have a CA smog inspection and repair license.

Well it's on the printout from the inspection station, then I also pulled the same code. So I guess I can put more then 178 miles on the truck, but it's pretty stupid either way for a new truck to fail smog via a code

If you bring a vehicle into CA from out of state it must be smogged, along with weight certificate (commercial/ pickups) if it’s not on the title already, and a VIN verification

CA is super gay for out of state cars, so they have additional regs, smog, weight and cin inspection. I really should have made a shell company in Montana then registered it there.

Well, that's not entirely all together accurate. Can't and shouldn't are different ;)

I would do as others have stated and give it a nice road trip to break-in engine proper and work out the electrical gremlins. There are ways to bypass perm cell but I'd avoid that unless as an absolute final resort.

If you buy one out of state you will absolutely have to smog it prior to tagging it. You'll also need to weigh it if it's a commercial vehicle (PU trucks are considered commercial in the great state of CA).

I've got the same code, but with a CEL on the dash and also code P1CEA so that must be the one causing my light.
 
also make sure it is good and hot for the test.
take it on the freeway up to 80 or 90 and do not shut it off if you have to wait.

please do not ask how I know this.

This seems to be a common permanent DTC for RHOs and it's probably just a glitch. I live in CA and ordered mine from out-of-state. Had the exact same issue. As a couple of others have already said, just put at least 200 miles and 15 warm-up cycles on the truck and the code will be ignored. Your remaining sensors should also be ready by that time. You'll pass as long as the MIL is not illuminated.
