Local dealer said they can only place orders with the level 1 package

I stopped by a dealer yesterday to get a price on ordering a base rho and I was told that is not possible yet. Is this true? I feel like the base is really well equipped and I dont want to spend an extra 10k on the level 1 package. Did anyone have success ordering a base rho ? I believe it. Ram already was already adding Level 1 unilaterally to base orders, without consent or acknowledge from the person who ordered the truck.

I have a base model on a train shipping to me right now, and there's a handful of people that have taken delivery. RAM did turn off base model ordering twice while I was getting my ducks in a row to order so maybe its off right now again. Or try another dealership they might just not want to do it.
